Sustainable beef labeling in Latin America and the Caribbean: Initiatives, developments, and bottlenecks

Abstract

Scientific research is increasingly conclusive regarding the responsibility of food production in environmental issues, a situation that contrasts with greater consumer awareness. In this context, sustainability labels for meat have emerged, which offer a guarantee that production is based on principles of animal welfare, and carbon neutrality, among others. Since research on this subject is scarce, the objective of this article is to identify and analyze the initiatives and development of this type of labeling in Latin America and the Caribbean. For this purpose, a qualitative-descriptive study is carried out based on primary and secondary sources. The results show different types of progress in the main producing countries, with Uruguay and Brazil standing out as success stories. At the same time, difficulties are highlighted in the different stages of the production chain, such as low demand, or traceability. It is concluded that, despite the challenges, the transition to sustainable cattle farming is inevitable. However, this process will not happen spontaneously, but must be coordinated up with other types of strategies and the actions of various actors including governments, policymakers, and NGOs.

Food production has a high share of responsibility for environmental impacts, and supply chains are increasingly associated with environmental and socioeconomic impacts from production to distribution, consumption, and waste generation. The agricultural sector contributes approximately thirty percent of anthropogenic greenhouse gas emissions, uses seventy percent of global freshwater, causes eighty percent of global deforestation, and is responsible for seventy percent of terrestrial biodiversity loss and fifty percent of freshwater biodiversity loss.

Environmental concerns have helped give rise to socially responsible consumption, understood as choosing products and services while considering their environmental and social consequences and the behavior of the companies that offer them. Consumer concern is especially apparent for beef because its production generates greenhouse gas emissions, has a negative impact on climate change, and causes loss of biodiversity, among other impacts.

Food companies, public entities, and NGOs are focusing on sustainability labels to showcase their commitment to the sustainable intensification approach. These labels are voluntary certifications that let consumers consider environmental and ethical aspects when choosing products.

Labeling can be classified into mandatory labeling, which provides information such as nutritional composition or expiry dates, and voluntary labeling, which can be self-declared or issued by independent third parties. Sustainability labels fall under the voluntary category.

The article identifies and analyzes the development and implementation of sustainability labels for cattle farming in Latin America and the Caribbean from a macro and cross-country perspective. Its aims include reviewing existing and developing labels, the sustainability guarantees they offer, the certifying entities, and advances in certification; comparing country-level progress and challenges; highlighting Brazil, Uruguay, and Colombia; and providing lessons for future efforts.

Research was carried out in several stages. The first stage identified all meat labels in Latin America and the Caribbean that include aspects of sustainability. The secondary sources included scientific articles, documents from international organizations such as the Food and Agriculture Organization, the Inter-American Institute for Cooperation on Agriculture, and the Economic Commission for Latin America and the Caribbean, plus publications from organizations promoting the labels.

The collection of primary and secondary sources took place between July and November two thousand twenty-one. The cattle sector in Latin America and the Caribbean contributes more than twenty-five percent of global beef production and ten percent of global milk production.

Brazil, Argentina, and Mexico are the second, fifth, and sixth largest beef producers, respectively, while Paraguay and Uruguay sold sixty percent of their production abroad between two thousand and two thousand sixteen. Between two thousand and two thousand sixteen, Latin America and the Caribbean increased cattle inventories by seventeen percent and beef production by thirty-one point five percent, offsetting declines in the United States.

Cattle production in Latin America and the Caribbean has negative impacts including soil degradation, destruction of wetlands, deforestation, greenhouse gas emissions, and loss of biodiversity, along with the challenge of providing animal welfare conditions. The Amazon cattle herd grew from forty-seven million in two thousand to eighty-five million today, and cattle occupied eighty percent of the deforested area there.

Other areas affected by logging for cattle production include the Gran Chaco in Argentina, Bolivia, and Paraguay, along with the arid and semi-arid territories of Argentina and Chile. The region has also made progress in sustainable technologies and practices.

In southern Brazil, pastoral systems reduced greenhouse gas emissions and increased production through improved forage quality, vegetables replacing nitrogen fertilization, and rotational grazing. In tropical countries, improved leguminous and grass forages contribute to the sustainable intensification of mixed production systems because forages accumulate carbon in the soil.

Figure Two organizes sustainability labels into four dimensions: time, objective, entity, and certification. It distinguishes long-standing labels from those under development; objectives include carbon neutrality, animal welfare, biodiversity conservation, and social responsibility; and promoting entities range from private and public organizations to international alliances and organizations.

Certification may be internal or conducted by an independent entity, showing that these labels differ not only in purpose, but also in institutional structure and stage of development. Sustainability labels exist in multiple forms based on development time, objective, promoting organization, and type of certification.

Carne del Pastizal has been promoted since two thousand ten by the Alianza del Pastizal, an initiative promoted by BirdLife International to protect the grasslands of the southern cone of South America. The Carne del Pastizal scheme was devised to create added value and market differentiation in relation to the conservation of grasslands, biodiversity, and nature.

In two thousand twelve, the Empresa Brasileira de Pesquisa Agropecuária conceived the idea of creating a label that would contribute to environmental issues and be attractive to consumers. Academic literature shows an increase in beef production based on adaptation and mitigation models, mainly in silvopastoral systems.

Yet sustainability labels have developed in parallel with quality labels. Rather than replacing quality labels, sustainability often appears as an added value, but not necessarily a priority. Carne Angus Certificada illustrates this durability because it has not been transformed toward an environmental approach.

Although Mexico and Argentina play leading roles in global beef production and exports, neither has a sustainability label with a long tradition. Central America still has many weaknesses in sustainable production itself, which has affected label development and makes stronger links among researchers, technicians, producers, and other sector actors necessary.

Carbon neutrality is one of the most common label objectives, used in Carbon Neutral Brazilian Beef in Brazil and Carne Carbono Neutro, which is still under development in Uruguay. Animal welfare is another popular purpose, pursued with the Never Ever three and Certified Humane labels.

Fair payment to producers, optimal working conditions, and human and children’s rights do not figure prominently in the identified labels, except in Brazil’s Angus Sustentabilidad label, where the Brazilian Angus Association guarantees a social responsibility component. Figure three presents a timeline of sustainability labels emerging across Latin America from two thousand eight through two thousand twenty-one.

It links each label to its country or countries, including animal welfare, grass-fed beef, natural beef, and carbon-neutral initiatives. The authors use this historical overview to show that established certifications coexist with newer labels and initiatives still developing, such as Carne Carbono Neutral in Uruguay, promoted since two thousand twenty-one through collaboration between Breeders and Packers and Montes del Plata.

The examples show the opening of national and international markets as one objective of sustainability labels. Carne del Pastizal, Certified Humane, and Never Ever three facilitate exports to customers in Europe and China. Carbon Neutral Brazilian Beef and Angus Sustentabilidad have strengthened national demand.

These experiences can serve as references because market access can translate into higher sales volumes, price premiums, and economic growth for producers, associated value chains, and the sector. The reliability of certifying institutions is a relevant issue. Certification by internationally recognized bodies such as TÜV Rheinland, Deloitte, and Certified Humane guarantees that labels meet the promised objective.

The labels benefit companies, consumers, and the cattle sector itself in the pursuit of sustainable intensification. Despite differences between the processes, the audits are relatively similar, flexible, and provide an opportunity to make necessary adjustments in cattle production to obtain certification.

Figure four presents label certification as a repeating cycle: a producer requests the seal, the certifying body conducts an inspection, production processes are adjusted, and the seal is authorized or rejected before periodic updating. This matters because the paper emphasizes that sustainability labels depend on credible certification institutions and rigorous audits, ensuring that claims about environmental responsibility and cattle-production practices are actually checked rather than merely displayed.

Since two thousand twenty, sustainability labeling initiatives for beef with different objectives have been emerging in Colombia. The Aval Ganso label stands out, with certified products available in supermarkets in Bogotá, Medellín, and Villavicencio. Aval Ganso has four pillars covering fifty cattle production practices: Environment, People, Animals, and Management.

The Environment pillar considers reducing greenhouse gas emissions and protecting biodiversity and ecosystems, while the People pillar guarantees decent and fair working conditions and healthy environments for employees and their families. The Animals pillar addresses cattle health, feeding, handling, and treatment, while Management covers planning, auditing, improving those aspects, and striving for business profitability.

The process begins with a producer’s request followed by an audit by an independent body. Table six maps the stages of four Colombian certification initiatives. Aval Ganso uses independent auditing and can grant certification for a period of two years, while Colombian beef, Grass-fed CO, begins with a written application to the FEP Technical Secretariat.

Sello de Ganadería Sostenible involves producer evaluation, a follow-up visit, and committee authorization for two years, whereas Sello Ambiental Ganadero is still under development. The breadth of guarantees is ambivalent: labels can be comprehensive, including environmental indicators, animal welfare, and social responsibility, but their lack of focus could lead to superficial treatment of all these items. The labeling strategies are still relatively new, although they are gradually beginning to consolidate and are likely to affect sustainability and the opening of domestic and foreign markets in the future.

One main challenge is incorporating producers into the initiatives because they believe large investments are required for seeds or trees for afforestation, animal welfare facilities, and carbon monitoring, reporting, and verification platforms. Because the schemes are voluntary, great perseverance is required.

The discussion therefore emphasizes investment in education and training to stimulate sustainable cattle farming and participation in certification schemes. The discussion reveals a complex landscape, including producer reluctance to join or remain in sustainable labeling initiatives.

Evaluating carbon balance, reforestation, animal welfare, and social responsibility requires rigorous technical follow-up, while smallholder producers may struggle to implement electronic traceability systems because of their high costs. This technical and economic complexity helps explain rejection of certification processes by many producers, especially when the effort is not necessarily reflected in financial terms.

Although conditions are favorable for sustainable beef labeling in Latin America and the Caribbean, progress has not been significant. Development is uneven, with particularly noticeable lags in Central America and the Caribbean. Brazil, Uruguay, Argentina, and Mexico show differences: Brazil and Uruguay have promoted labels, while the others persist with traditional production methods because existing quality criteria remain sufficient to maintain many markets.

Colombian producers have understood that sustainability is gradually acquiring greater value and is an opportunity to position products nationally and abroad. A regional characteristic is the absence of a triggering or coordinating factor.

Initiatives have begun spontaneously and gradually in different contexts but lack an institution or mechanism to facilitate feedback. The main recommendation is a more active role for state institutions in developing sustainability labeling in each country. Policymakers and national governments should include these initiatives in legislation and public policies.

Dialogue with and among cattle producers is essential for feedback about common successes and difficulties and for increasingly comprehensive certification processes. Companies also need to distribute the price premium along value chains because the value sometimes does not reach the primary link, discouraging producers from joining the strategies.

Mexico, Argentina, Central America, and the Caribbean need progress in implementing sustainability labels, while Colombia needs international organizations involved in certification and monitoring to provide greater guarantees to consumers. Sustainable beef labeling is expanding, with Brazil and Uruguay offering notable examples, but progress remains uneven.
